At very low electricity rates (<= $0.05/kWh) or in a testing setup, yes. At residential electricity prices, most sub-$1,000 miners break even slowly - pair them with a hosting plan or cheap off-peak power for meaningful ROI.
A mix. Some are current-generation lower-tier units (small Scrypt or KHeavyHash boxes); others are used or refurbished flagship-era hardware. Each product page lists Condition so you know what you are buying.
